played on the high school team, and of course graduation. According to statistics posted by the National Center for Education, 3.1 million high school seniors are expected to graduate this year. Teenagers across the nation will eagerly pack their belongings and move from home towards their bright new futures. &lt;br /&gt;&lt;br /&gt;This leaves many Cambridge empty nesters planning their bright new futures as well and wondering what to do with the family home. Is it the right time to sell? Will the sale enable the family to afford college tuition and purchase another home at the right price and size? Will there be enough to purchase the dream vacation home as well? There are numerous factors to consider when making a decision on one of the largest investments a family will make. &lt;br /&gt;&lt;br /&gt;Lawrence Yun, chief economist of the National Association of Realtors, said in a recent release that existing-home sales nationwide have been underperforming by historical standards and will rise gradually but unevenly. Though this statement is true, it is important to keep various factors in perspective and understand how they impact you as a home seller or buyer in today’s environment. &lt;br /&gt;&lt;br /&gt;According to NAR, the median price of existing homes increased an average of more than 6% every year between 1968 and 2008, with home values nearly doubling every 10 years. If a homeowner purchased their home 10 or more years ago, the home could have a wealth of equity and offer a significant return on investment if sold in today’s market.&lt;br /&gt;&lt;br /&gt;Additionally, the market is ripe for homebuyers. Affordability is the best that it has been in years and mortgage rates are still relatively low. Five-plus years ago, it was the prime time to approach real estate as a financial short term investment. type='text'>IS 2011 THE YEAR OF RECOVERY?</title><content type='html'>As we kick-off the new year and make resolutions to keep our resolutions, one question is still at the forefront of many minds. Will the housing market and the economy overall improve in 2011? Depending on what you're reading or who you're watching, the opinions of economists and real estate industry watchers are varied. It's not easy to predict what the market will do in the coming year, especially without the help of a crystal ball. However there are some key indicators to follow. &lt;br /&gt;&lt;br /&gt;Most agree that the housing market recovery is largely based on the recovery of the job market. Consumers will make a down payment and purchase a home when they feel financially stable and secure. &lt;br /&gt;&lt;br /&gt;According to a U.S. Bureau of Labor Statistics report released in December, 28 states and the District of Columbia posted unemployment rate decreases from a year earlier though the national jobless rate approached 9.8 percent in November.&lt;br /&gt;&lt;br /&gt;In December, the Labor Department issued statistics that showed applications for jobless insurance payments fell by 3,000 sending the average in December to the lowest level since August 2008, and fewer workers filed claims for unemployment possibly signaling that the U.S. job market is improving if only slightly. &lt;br /&gt;&lt;br /&gt;Another indicator to watch is pending home sale statistics. According to the National Association of REALTORS® (NAR), pending home sales jumped in October, showing a positive uptrend since bottoming in June. The NAR Pending Home Sales Index rose 10.4 percent to 89.3 based on contracts signed in October from 80.9 in September. Of course the index remains 20.5 percent below when compared to the same time last year as buyers rushed to meet the Tax Credit deadline in 2009. &lt;br /&gt;&lt;br /&gt;Overall, these numbers are positive, but we still have some way to go before a full recovery is realized. "It is welcoming to see a solid double-digit percentage gain, but activity needs to improve further to reach healthy, sustainable levels," said Lawrence Yun, NAR chief economist. According to the survey, homeownership still features prominently as the American dream as nearly 8 out of 10 respondents believe buying a home is a good financial decision. &lt;br /&gt;&lt;br /&gt;Also according to NAR and its Pending Home Sales Index, pending home sales have increased for the second consecutive month rising 4.3 percent to 82.3 based on contracts signed in August. The data reflects contracts and not closings. A sale is listed as pending when the contract has been signed but the transaction has not closed, though the sale usually is finalized within one or two months of signing. &lt;br /&gt;&lt;br /&gt;That number is still low when compared to August of 2009 when it was up 103.0, but it is still a sign of improvement and we'll take it. It's clear that we still have a ways to go towards a full housing market recovery. Most industry experts agree that we must have further job creation and healthier consumer confidence to achieve that goal. Those surveyed also agreed that job insecurity and the lack of jobs continue to be the primary obstacle to home ownership and market recovery at this time. &lt;br /&gt;&lt;br /&gt;For those in a position to buy, it is still a prime opportunity with historically low interest rates and a wide selection of homes that are more affordable now than ever. NAR's survey respondents agreed, with more than two-thirds of respondents (68 percent) saying that now is a good time to buy a home. &lt;br /&gt;&lt;br /&gt;If you are currently in the market to purchase a home, be aware that industry insiders are watching inflation rates closely right now. If inflation rates begin to rise, then so will mortgage rates. Rock-bottom rates may boost home loan refinancing activity and also makes homes more affordable.&lt;br /&gt;&lt;br /&gt;Mortgage rates on 30-year fixed mortgages, the most widely used loan, were 4.25 percent Tuesday afternoon, down from 4.32 percent at the same time last week, according to Zillow Mortgage Marketplace.&lt;br /&gt;&lt;br /&gt;That is the lowest rate reported since Zillow Mortgage Marketplace launched in April 2008.&lt;br /&gt;&lt;br /&gt;The 30-year fixed mortgage rate peaked at 4.35 percent on Saturday and hovered near 4.33 percent before falling on Monday to the current rate, Zillow said.&lt;br /&gt;&lt;br /&gt;Interest rates on other types of mortgages also fell.&lt;br /&gt;Fifteen-year fixed mortgage rates were 3.73 percent, down from 3.76 percent the prior week. Rates for 5/1 adjustable-rate mortgages, or ARMs, set at a fixed rate for five years and adjustable each following year, were 3.13 percent, down from 3.27 percent the prior week.&lt;br /&gt;&lt;br /&gt;Zillow's rates are based on thousands of custom mortgage quotes submitted daily to anonymous borrowers through the website. They are not marketing rates, or a weekly survey.&lt;br /&gt;&lt;br /&gt;Mortgage rates are linked to yields on Treasuries and yields on mortgage-backed securities. Yields move inversely to price.&lt;br /&gt;&lt;br /&gt;Mortgage rates may continue to head lower.&lt;br /&gt;Treasuries rallied on Tuesday as investors stampeded into safe-haven long-term U.S. debt. Obviously, the ability to close transactions on properties located in flood zones may be significantly impacted during this gap period.  Lenders will still be required to determine if properties are located in a flood zone and in cases where a property is located in a flood zone,  it is unclear whether lenders will allow such transactions to close and if so, under what conditions.  &lt;br /&gt;&lt;br /&gt;Flood Insurance Policies cannot be issued or renewed during this gap period but flood insurance companies reportedly can complete applications and accept payments pending the reinstatement of the Program.  Lenders may be willing to close transactions with evidence of such applications being filed based upon the expectation that Congress will promptly reinstate the Program and make the reinstatement effective retroactively to March 28,2010.  However, whether or not that is going to be acceptable is presumably, entirely in the discretion of the applicable lender involved in the transaction.  Another possible option to explore is whether it may be possible for the seller to transfer the seller’s existing flood insurance policy to the buyer. In addition to overall satisfaction, users on ApartmentRatings.com can rate their rental experience on a number of specific factors including noise, safety and maintenance, as well as leave comments about their own experience living in the buildings.&lt;br /&gt;&lt;br /&gt;Topping the list is Davis, Calif., home to the University of California-Davis, a highly regarded public institution located in Northern California’s Central Valley. UC-Davis’s 30,000 students enjoy the comforts of a university town (population 64,000) and Mediterranean climate, as well as close access to the state capital of Sacramento (11 miles) and cosmopolitan San Francisco (72 miles). Off-campus housing is plentiful and relatively inexpensive when compared to many major metropolitan areas.&lt;br /&gt;&lt;br /&gt;Other top-rated college towns include:&lt;br /&gt;&lt;br /&gt;Athens, Ga. (University of Georgia)&lt;br /&gt;Ann Arbor, Mich. (University of Michigan)&lt;br /&gt;Amherst , Mass. (University of Massachusetts)&lt;br /&gt;Albany, N.Y. High interest rates mean you will have to pay back more on the money you borrow. Another good rule of thumb is that affordability increases if you use an adjustable rate mortgage (it's easier to qualify this way). Of course, there will be a wide range of prices that you can choose from, depending on what kind of financing you choose.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Not even the Fed knows for sure.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;The Fed holds a considerable amount of power, but they can't control everything. Mortgage interest rates are affected by many unpredictable political, economic and social events. So there is no guarantee what direction interest rates will go, despite the forecasts of the experts. Therefore, make your financial decision based on where things are today including your budget, your needs and your future plans.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Locking in rates assures your lowest interest.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;If you do decide you want to lock in at a certain interest rate, you will need to complete a loan application and send it to your lender as soon as possible. This must be done so that your commitment doesn't runout before your loan is approved. Follow up and be se sure that the lender is receiving all of the necessary documentation. Get a property appraisal, which usually costs about $300, through your loan agent as soon as possible.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Don't obsess and miss a good real estate deal.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;Although rising interest rates can create more problems for home buyers, waiting and hoping for low rates is not necessarily a smart move. No, really I was. I swear! That is so on point.  The number of single family home sales in Cambridge was down almost 20% last year from 2007 which led to the average price going up last year by 12%. Condominium sales were down a whopping 26%! The prices of condos remained &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;relatively&lt;/span&gt; stable increasing only 1% from 2007. This data came from our &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;MLS&lt;/span&gt; partners.&lt;br /&gt;&lt;br /&gt;What does it all mean? If you are planning to buy this spring look for the possibility if competing bids on well positioned properties that are in good locations and are in good condition.
